First NetPanzer Release since 2017

Hello HN! I've been working the past couple years on getting NetPanzer updated, modernized a little, and fixing a bunch of bugs. We're now releasing the 0.9.0 release, the first release since 2017. The game was initially released as GPL 2002. Soon I hope to have it running in the browser as well.
