MediaRecorder supported format in major browsers

A couple of devs in my company got burned by expecting audio/mp3 to work with MediaRecorder in all browsers. So I wrote a GitHub Actions process to test out a couple of formats in major browsers. Its kinda odd how only Safari supported MP4 formats, while the others don't.
